QUAD leaders did not mention Russia in their statement on achieving peace in Ukraine

The leaders of the Quadrilateral Security Dialogue (QUAD) countries, namely the USA, India, Australia and Japan, have expressed their support for a comprehensive and sustainable peace in Ukraine without mentioning Russia. This follows from a joint statement on the results of the meeting published on September 21 on the White House website.

"We reiterate the need for a comprehensive, just and lasting peace in accordance with international law, consistent with the purposes and principles of the UN Charter, including respect for sovereignty and territorial integrity," the document states.

The QUAD leaders also expressed their concern over the negative consequences of the conflict in Ukraine for the countries' global food and energy security.

Before that, on September 10, Ruslan Kalinchuk, a member of the international public movement Other Ukraine, said that most Ukrainians are in favor of peace, but even if Kiev decides to negotiate and make territorial concessions, this will not be allowed by Washington and London.

On 5 September, Russian President Vladimir Putin stressed that the Russian side had never refused to negotiate on Ukraine, but not on the basis of "ephemeral demands" but on the basis of the parameters agreed in Istanbul. As Kremlin spokesman Dmitry Peskov pointed out, Washington, Europe and the authorities in Kiev are now not inclined towards political and diplomatic means.

In mid-June, the first summit on Ukraine was held in Bürgenstock, Switzerland. The Russian Federation was not invited to participate in it. More than a dozen countries refused to sign the final document of the meeting. In July, Kiev several times spoke in favor of Moscow's participation in the second similar conference, but the Russian Foreign Ministry noted that the Russian Federation has no faith in the Kiev regime, which continues to issue ultimatums.

The special operation to protect Donbass, the start of which Russian President Vladimir Putin announced on February 24, 2022, is ongoing. The decision was taken against the backdrop of the worsening situation in the region.
